Are Coki & Sapphire similar?

I snorkel; hubby doesn't. However, he really enjoyed all the fish swimming around his knees at Coki Beach, so we planned to return this year. A co-worker has suggested Sapphire instead. Will hubby be able to see fish without snorkel gear, and in shallow water at Sapphire?

This sounds fun. I am happy to hear we will be able to see fish by just standing in shallow water at at least one beach. My husband and I enjoy snorkeling, but my mother-in-law isn't so comfortable with it but enjoys seeing the fish.
