Are there still smoking cars?

No, all Amtrak trains, except the AutoTrain, are completely non-smoking. You can get off and smoke on the platform at longer stops, usually every 2/3 hours. They announce those smoking stops. Don't get off at a stop other than an announced smoking, as the stops can be very short and the train will leave whether or not you are onboard.
