Circle C for 11 and 13 yr old

We've been cruising with my girls every year now and they haven't been going to the kids clubs because they are separated. When they were younger it was ok but they want to be together in this awkward social situation. I'd really like them to go to Circle C together. Can my 11 yr old "move up" to Circle C to be with big sis?

Not likely. They're pretty strict in general about moving around in age groups, but I think they'd balk at the 11 year old in an essentially unsupervised setting such as Circle C.
