Cigars

I have read board asking where the best places were to purchase cigars to bring back to friends/family. I so wanted to do the same on the cruise ship last summer but was literally scared to do so. I have heard horror stories about smuggling.

Is it legal, illegal or a risk? I am only talking about 2 or 3 cigars.
