Weather? Best time of year to cruise conversation....

There are plenty of cruises (many river) I would like to do (after dear daughter finishes high school in one year!), but what I want to know is when is the best/most comfortable (ie: not too hot) weather to cruise AND avoid masses of boats in each port?

Mekong River?

Portugal? (I'm guessing Sept, as per most of Europe as there are less people and it's still quite warm)

The Baltics?

New England (Fall, I presume, for the foliage)

Scandinavian fjords

India
