That is how they do it.

Yes, you charge it to your credit card on file. Have fun on your cruise. We sailed the Dream in July and had a blast!

On the second last night you will be given a sheet with the option of either charging the amount to your shipboard account (and giving them receipts) or giving the staff cash with the supplied envelopes.

Not sure if you are talking about gratuities along the way (at bars, etc.) or at the end. At the end, you have the choice of paying tips in cash or charging them -- most people charge them to their card on file. Along the way, the cruise is essentially cash-less ---- everything gets charged to your account via your key card.
