There is a cruise sale on Monday for Rccl but it states "for new purchases".

 

What are my chances for getting a upgrade - inside to the new outside price?

Yoa can always ask, but be prepared for them to say "No, it's for new bookings only as stated". If they do say no, there's a good possibility that the price will stay down if they don't sell out during the Tuesday sale. That's when you can get an upgrade if there are available cabins.
