Alcohol waiver no longer needed on european cruises?

I read on a thread from late last year that, from spring 2012, we will no longer have to sign a waiver for 18-21yr olds to drink alcohol on european cruises.

Does anyone know whether this has come into effect yet? The T&Cs on the website still quoting the old rules!
