Non-alcoholic beverage question

I have been through the Carnival beverage policy but still can't figure this one out...

 

Is it "legal" to bring on additional NON-alcoholic beverages in ports of call? I know it's limited to 12x20 oz. per person at embarkation, but seem to recall seeing people bringing on additional at different ports.
