It is right on the water on Semiahmoo Bay of the Pacific Ocean and I did not even find better fish & chips in England.... However we do have a local chain of restaurants called White Spot and they make a pretty good Fish & Chip and there are several of those restaurants down town. However Mahoney & Sons pub in the new Trade & Convention centre just a stones throw from the Pan Pacific as cod & chips but no halibut. The Elephant & Castle at 395 Burrard which is just a couple of blocks away has halibut and chips...but my experience is that it is average. Joe Fortes has it on their menu, is highly recommended...but at $24.95 in rings the bell as most expensive. Rain City Grill's are also highly recommended but a $15 cab fare in either direction. Mr. Pickwick closed down his West End location a few years back and now only operates in the Marpole area...$25 cab fare each way. We have a couple up here is Sechelt....but you don't want to do that. Second - as one who orders it most weeks on Fridays I find the quality of the fish to be up and down but with unlimited fries and yes I order a second plate every week I still get my money's worth. One place that has halibut on it's menu is Two Parrots but it is more of a bar/restaurant and if a big sports event is on can be crowded and noisy - one of my friends orders that item and he too states that the quality at times is lacking. Do agree with BC Happy Gal regarding Moby Dick in White Rock. Hopefully some of the other locals with be along with there suggestions. I haven't tried it (I usually have the mussels with pernod and cream - which are yummy). They are a bit of a "high-end" restaurant so might not be what the OP is looking for, but they have lots of fish options... We recently stayed at Pan Pacific, and walked to Gastown. While there we had great food at Steamworks & their fish & chips was delicious. It was halibut and the environment was fun too! They're owned by the same people but Steamworks has always been better at beer than food - I don't hesitate in recommending it as somewhere to go for a pint though (especially if Conrad's making one of his Espresso Stouts), and they're just across a teeny-tiny parking lot from each other so it's quite feasible to visit both in a short time. For fish and chips, I recommend Cockney Kings out in New Westminster, and although a bit of a haul from downtown, it's only a few blocks from the New West skytrain station ($3.75/20 mins from downtown). The Skytrain gives you an interesting view of the city along the way too; and the walk at the newly revitalized New Westminster Quay is interesting too.
