Lucaya vs Taino Beach - Please explain something...

I'm a bit confused so any bit of info will be greatly appreciated.

 

What's the difference between Lucaya and Taino Beach? Are they beaches where anyone can go or are they resorts where you have to pay to get in? Also, what's the travel time and cost for these places?
