If there are cats out in the water, chances are you'll be seeing turtles... According to this: http://www.barbados.org/tours/barbadostaxis.htm a taxi should be $12. There are a few beach bars there, including Coconuts, Blue Monkey and Daphne's. You'll find loungers and umbrellas for rent, etc. Locals who will rent you jet skis and guys with boats who will take you out to the turtles...
