What country gets the best rates? What are the patterns?

When comparing prices on booking sites in different countries, I noticed major discrepencies.

 

- Our summer cruise was about 30 % cheaper through an American site compared to booking it through a German site

 

- The price of our fall cruise through a German site was half of what it would have cost through an American site

 

- Our upcoming New Year's cruise again through a German site was half of what it would haven been through an American site.

 

My theory is that prices for early booking are better through US sites, but last minute specials are better in Germany. Are there other countries that have even better pricing? I did check some UK sites but found the prices higher than what I was able to get in the US or Germany. France and Italy also seem to be more expensive.
