guides in Buenas Aires

Can anyone give me the name of a guide in Buenas Aires, Can I just pick up one at the dock or is it easier to pre-arrange one? Is the hop on hop off bus pretty easy to get to from the port, or is this a bad idea? Any information would be helpful, this will be our first time in South America. Thank you for any information.
