We sailed with him on the Whisper and Spirit and he was very accommodating. Jaci He was the Cruise Director on the Shadow in the summer of '08. Where are all those posted pix of him posing with passengers at Captain's receptions? Staff award ceremonies? Perhaps someone has been busy with some electronic soap and a scrub brush ? Citizens Arrest varies dramatically from state to state in the United States. Here is a link to a general work-up on the subject.
