No, you have to have some kind of pass to walk around the property. There are security guards who will stop you if you don't have a wrist band. I just wanted to take a picture once and the security guard wouldn't let me step too far onto the sidewalk. :)

 

The cheapest pass would be the Dig's pass for the aquarium. I think it cost $40. You can also get a Beach Day pass which gives you access to the beach but not the pools.

 

If you're there in the evening you can wander the grounds but of course there's not as much to see at night.
