Definitely Dominica! Go with a dive operator who will take you to Champagne Reef. I consider it one of the best dives of my life. I dove with AL Dive & Water Sports. Very small operation, in fact I was the only diver and it was awesome!

Dominica does not have good beaches, but does have rugged coast line, and good diving/snorkeling. other than that, Dominica is a port for nature, not really for beaching and getting drunk.

 

Champagne Reef is a (very) shallow dive where you won't see much coral growth, but lots of rocks and air bubbles from springs underneath. It's neat, but not much else. We did see a line of squids, many 30 of them, lined up one after another. It was quite a rare sighting. It is also a good snorkel site.
