Tequilla Experience/Walk from Port?

Hi,

Does anyone know if you can walk to the Tequilla Experience thing at

Discover Mexico Park from the port? Also, we were in Cozumel years ago and I seem to remember being able to walk to shops and restaurants from the pier? Also (I'm just full of questions) is it safe to hire a taxi at the pier to do a drive around the island?
