Spa Question on Valor

On our last cruise, the Glory. I was up at the spa making an appointment for my wife. I asked the lady could i check out the spa since I was never there, she said yea. So I went in the men's side and I noticed a guy come out of the steam room with his 2 children. One was probably 4 or 5 and the other was 9 or 10. I didn't know they let kids in there? Are they allowed in there? That is the last thing I would want in the steam room.

In theory:

 

"Spa Carnival and Gym: Guests under 16 years of age are not permitted in these facilities. Guests between the ages of 16 and 18 must be accompanied by an adult at all times."
