8th deck on Liberty of the Seas

All side-facing balcony cabins on Liberty have a direct view straight down to the water. The lifeboats are tucked under, so they do not stick out and block the view, as they do on Radiance class ships.

 

However, rear facing balcony cabins do have obstructions from the beams/structure of the ship, and from the decks below which are staggered outward.

As Donna says, the life boats does not block your view down.
