If a cruise is cancelled the day of sailing, will Carnival refund port taxes and fees regardless if there is no insurance? I know the cruise fare is history, just curious how they handle those fees. They refund the government fees and taxes and any pre-paid gratuities, but not the port charges. If one person is a no-show they will refund that person's gov't fees and taxes.
