What happens if the Royal Suite is still avaliable when it gets close to the sail date? Does RC usually give it to someone as an upgrade?

Back in 2012 we were doing a b2b with friends of ours that were also Pinnacle Club Members and they were upgraded to the RS on the second half of the b2b.
