pick IB or stay 'guaranteed' & wait for upgrade?

IB is $1279 right now. Is there much of a difference in deck 9 or 11, midship vs lower levels & front of ship? My first cruise we were upgraded to a beautiful picture window, towards the front. Last cruise nothing, bottom of the line.

Any advice or personal experience?

Cruising the Norwegian Spirit for the 2nd time 12 night Grand Mediterranean on Sept 27
