Is there shuttle service between the pier and the center of town for both La Paz Mexico and Puerto Vallerta? Will be on the Grand Princess.

Yes in La Paz, no in PV. I didn't take it in La Paz but I understand it was about a half-hour drive each way. Plenty of taxis in PV.

 

In La Paz, dozens of merchants set up booths next to where you disembark. Some really great shopping and bargains if you bring cash. They will negotiate.

In PV, just grab a cab. If you walk out to the highway, you will save a buck, or two. If I were you, I would just grab a cab at the docks, and ask them to take you to "Old Town"....maybe $10US.

From there, just walk back on the Malecon. Nice walk, great sightseeing, and right along the beach. If you tire before getting back to the docks, just grab a cab.
