couldn't get to port? Why?

Hi everyone, what is the reason for not getting into port and how often do the cruise lines not dock where intended? I cruise to Costa Maya in December, my agent said it was well past hurricane season, but I trust all of you vetrans more then her, she said the excursions would run us 40$ for deep sea fishing, and 2$ for a cab to town. He He HA HA
I thought it was too good to be true!

In costa maya, strong onshore winds can keep those large cruise ships from docking.

Taxi TO mahahual is $3 per person, RETURN to costa maya is $2 per person
