Le Havre on Sunday

Off the top of my head we are not aware of any city office that is open on Sunday. However, it might be worth your time to directly e mail Rent-a-Car who operates a small office right in the port terminal. Perhaps they would open if a ship were in port. But being France, it is more likely they would just say "c'est la vie."

 

I should add that when we are booking a cruise to Europe, we pay a lot of attention on where a ship will be on Sundays and Mondays, and often alter our decision ( and even cruise line) accordingly.
