Shopping and visitor site open Sat and Sun?

The city government building observatories are open on the weekends. You can google "tokyo metropolitan government buildings, access" and find information in english regarding opening/closing times, which elevator to use, operating hours for the cafe/bar, etc.

 

Shops and restaurants are all open on weekends. It is the busiest time for them, so some places may be quite crowded, especially in Shinjuku.

 

If you are planning to do souvenir shopping at Oriental Bazaar in Harajuku, they do close promptly at 7 p.m., so plan your shopping schedule there accordingly.
