Depends on the ship and apparently Carnival is looking into expanding designated deck smoking areas. But my mom is a smoker and since Carnival went to non-smoking inside, she has always booked a balcony. So she won't be too happy. It sounds like more lines are moving toward this. If it comes down to that, I would probably see her stop cruising all together. Personally, I don't care either way. I have had balcony cabins and never bothered by smoke.
