Victoria-Best Place to rent a car near the Royal Caribbean pier?

We are going to rent a car for a week in Victoria. Getting off the ship there and staying for a week. Can anyone tell me where the best place to rent a car would be? Can you walk from the pier? to the rental place?

Victoria is very compact so distance is not huge factor. Likely Budget is the closest and is about a 20 minute walk from the pier. However, all of the biggies will pick you up and shuttle you to their downtown location....I would just look at price.
