Called my travel agent who spoke with NCL, since it's past the final payment date, they can't refund the difference but did give me an upgrade from the guaranteed inside to a guaranteed oceanview cabin. Would not refund the price difference but I got an upgrade from a BB forward on deck 10 to a BB midships slightly aft on deck 9. We usually choose deck 9 anyway so this was good enough for me. Prices went down another $20pp today which I'm not sure is worth calling about.
