Vendors selling excursions in Skagway by the cruise ship

My husband and I are cruising to Alaska for the first time in June and in Skagway we are planning on renting bikes. But I would like a back up plan in case of rain. I was wondering if they are vendors by the dock in Skagway selling tours. Also I was thinking of the train as a possible back up plan can you buy tickets at the last minute

There are vendors in every port except maybe Icy Straight Point. Skagway has a hop on hop off bus that we always use. While it would not be good in the rain, we always enjoy going to the cemetery and Reeds falls right behind it. Great falls most people don't seem to ever see. Should be OK by bike up to the cemetery (some gravel road) but it's a small hike uphill to the falls.

The train is usually an option - yes you can go to the depot and purchase your ticket - you also have to board the train there too. The ship purchased tickets allow you to board the train on the cruise ship docks.
