Bars/Restaurants near Port of Tampa

I am scheduled to sail out of Tampa on Saturday on Brilliance of the Seas, which is currently stuck at sea due to fog. We are flying in the morning of the cruise. If for some reason the ship is delayed coming back from the previous cruise and we have a delayed boarding, I'd rather relax at a bar or restaurant than sit at the pier. I see that there's the Marriott that's pretty close. Any other recommendations for where to have the cab drop us off? Maybe somewhere we could sit outside and look at the water?
