3 People for China River Cruise

I am considering going on a Viking River Cruise in China with my 2 daughters. In talking to Viking, I am told that only the lowest level of cabins accomodate 3 and there is the same charge for the third as there is for the first two--even though the third person does not take up an additional cabin or hotel room. If I put 3 in one cabin/room, I pay 150% of what a couple pays for one cabin/room. If I take two cabins/rooms, I have to pay for 4 people. It seems to me that the third person in a room/cabin should have a lower fare. Has anyone had any experience with 3 people on one of these trips, and how did it work for you?
