Ship clearance times for Canada / New England ports

Does the ship need to wait for customs clearance if it hasn't crossed a border since the last port?

 

Itinerary:

  • August 27, 2015 - Bayonne, New Jersey 4:00 PM
  • August 28, 2015 - At Sea
  • August 29, 2015 - Boston, Massachusetts 7:00 AM
  • August 30, 2015 - Portland, Maine 8:00 AM
  • August 31, 2015 - Bar Harbor, Maine 7:00 AM
  • September 01, 2015 - St. John, New Brunswick 11:00 AM
  • September 02, 2015 - At Sea
  • September 03, 2015 - Halifax, Nova Scotia 7:00 AM
  • September 04, 2015 - At Sea
  • September 05, 2015 - Bayonne, New Jersey 7:00 AM

 

Clearly we will need to wait for clearance from Canada Customs when arriving in St. John so I'm anticipating an 11:30 AM clearance.

 

But I figured we would be cleared upon arrival in Boston, Portland, Bar Harbor, and Halifax since we haven't crossed a border.

 

But I ran across these compasses from a 2014 Brilliance cruise. Day 5 shows them arriving in St. John at 5:30 AM and being cleared at 6:00 AM even though they are travelling from Halifax and haven't crossed a border.

 

Does the ship need to clear customs at each port regardless of where it arrives from? Or perhaps the Halifax / St. John trip around Nova Scotia passes through US or International waters?
