Free cruise under "OH5" but person booking the cruise isn't able to go

Hey guys, long time lurker first time poster. Had a quick question. So my friend received the infamous OH5 casino offer, where it's basically a free cruise and you just have to pay taxes and port fees. We booked and unfortunately he's not able to go. We booked the room under 4 people and the rate is still significantly cheaper even with eating the cost of his spot in the room. Has anyone done this before? Booked a room under a certain promotion and that person not showed up. I've had mixed answers, some people said it would be fine and some said they would charge us at the port.

Part of the terms of the offer was that the person eligible for the rate would be sailing. An example would be if I booked Mom and I in the same room at a senior rate. It clearly states that in order to take advantage of that fare at least one person must meet the eligibility requirement. If the friend is not able to go then you are not entitled to sail at that rate. It is my personal opinion that you would be charged the going rate.

That's what I figured too, was just wondering is someone skated by without issue, people check in separately all the time
