Anthem Cruise to Nowhere 3/4/16

RCCL is still advertising and booking a 3 day cruise to nowhere out of Cape Liberty in March of 2016 on the Anthem of the Seas. Other threads on various boards and news reports have stated that CTNs are prohibited by the US after 12/31/2015. It also has been stated that persons booked on these other lines received cancellation notices. Since we are getting a large group together, we don't want to lay all the groundwork and get our anticipation revved up, only to be disappointed later.

So, I ask, does anybody know whether or not this cruise can occur?

I am not sure how true it is, but I heard that they are getting around the new law by stopping in Halifax for an hour overnight.
