Singapore - any good snorkeling? Malaysia?

Hi! We will do a cruise out of Singapore in March 2016 and will arrive to Singapore about 9 days early. We want to explore the city but also spend some time with off shore snorkeling. It seems that there is no good place in Singapore. Where else should we go for about 5 days? Langkawi? I read that Malaysias east coast is not good in March.

I would be thankful for any good advise!
