(I imagine it's the same procedure in Galveston) If you get there after your check in window, you will be allowed inside, you don't have to wait until the next window. Just plan to arrive at (or after) your selected check-in time. Also, this is a CHECK-IN time and not BOARDING time. If you choose 10 am it doesn't mean you will be allowed on the ship at this time.
