scooters (rental companies cobblestones

I am about to rent a scooter for my mother for our trip on the Hamony leaving out of Rome. I have two questions:

 

1) Scoot Around is a bit cheaper than Special Needs at Sea, but they are telling me that if I want damage protection it is an extra $5.00 per day and if I want damage and loss/theft protection it is an extra $10.00 per day. Anyone out there use them? If so, did you buy the extra protection packages? Do you really have to worry about theft?

 

2) How are these GoGo Sport scooters on cobblestones? My mom can't walk long distances and I know the wheelchairs are terrible on cobblestones. Is the scooter better than nothing? I know it is not a smooth ride, but do they at least get you around?

I have used a Pride Go Go Traveller scooter in lots of places over cobblestones. They cope OK, but it is a bit of a bumpy ride. Most places even between the cobbles have a flat bit which I try to ride on.
