Tendering in Roatan - Only if poor weather?

I'm under the impression that during my Western Caribbean cruise next week the only tender port is Belize City. However, in the past 5 or 6 reviews I've read of the same itinerary they are tendering in Roatan as well. Is that because of weather conditions? A few people mentioned NCL tendering to two ports as though it were the norm.

If there are two ships at Coxen Hole, one of them will tender.

 

ETA: From the Cruise Time Tables website it looks like the Star is the only ship at Roatan on March 29.

We just did the Western itinerary in Feb on the Jade. We did tender in Belize and Roatan. Even though the Jade was there first, we tendered and the Dawn got to pull into the dock.

We just got off the Dawn today. In Roatan Dawn docked and Jade tendered. We were glad we got to dock because the tender lines for Jade were really long.
