Tendering in Roatan - Only if poor weather?

I'm under the impression that during my Western Caribbean cruise next week the only tender port is Belize City. However, in the past 5 or 6 reviews I've read of the same itinerary they are tendering in Roatan as well. Is that because of weather conditions? A few people mentioned NCL tendering to two ports as though it were the norm.

If there are two ships at Coxen Hole, one of them will tender.

 

ETA: From the Cruise Time Tables website it looks like the Star is the only ship at Roatan on March 29.
