The tours are priced in $ and then converted to £ if you are on the UK site, so the price will change depending on the exchange rate. Even before the referendum I noticed the price of some things changing.

No, unfortunately tours are charged to you as soon as you reserve them. You can, however, cancel or change them as late as 24 hours before the scheduled departure.

I like to use OBC to pay for tours, so I know ahead of time what we want, and on the day we board I go to the Shore Excursion Desk and purchase them. I have never had a problem doing this--but you must do it ASAP.

Yes you an buy OBC and use it for tours, however as the previous poster says you can only then book them onboard. Suggest it is a good option as you can book onboard the day you board the cruise. Any money left is refunded to the credit card used to buy the OBC at the end of cruise.

We have got into the habit of buying a couple of hundred $$ for each cruise as a safety net.
