A taxi is probably your best bet for all 3 but negotiate the price with the driver personally, not the port authority people. They do have a public bus system but it's nothing like you'd expect in the states.

 

I don't know exactly how it works but the bus drivers all seem to wish they were taxi drivers and many of them had for sale signs on them. They are small vans that can seat around 10 passengers and they do have some set stops but most of their pickups are random, the same as taxis. They are more like a cheaper and less reliable cab than a bus and they don't really have set routes. They all end up at a bus station within a couple of blocks of the pier.
