Cove balcony-under what conditions are they closed off

If I understand correctly it's for pretty severe weather. I've been on 5 cruises and have not experienced severe weather. There of course is always a first time.[emoji41]

 

I'm booked in a cove on the dream out of Nol on 6/25/17.

 

My question is, are there certain conditions that dictate that they are closed off? For example the crew observes that wind or storms will cause the waves to be x feet high and thus cove balconies must be secured.

 

Or is it more at the discretion of each individual captain?

 

I'm just curious.
