Is the OBC pre-purchase deal for Canadians still a thing?

Last year I bought $500USD of OBC for $550CDN at a very favorable rate. I had to call "gifts and gear" a couple of times to find someone who understood the request, but got it.

 

I just tried again for a cruise in January, and the agent said the rate was 1.4, so $500USD would be $700CDN. Worse than the actual exchange rates, so why would I bother?

 

Has anyone done this recently? I completely understand if they stopped this promotion rate, but given this was "hit and miss" on the rules before, I'm not sure how many times I should bother trying.
