Just to clarify for others, White Bay is not on Tortola but on Jost Van Dyke, a small island off the north coast of Tortola. It takes a bit to get there from the cruise dock because it's off the other side of Tortola.

Rebel Yell is a powercat that you book through the cruise line excursion and that is the best option for Jost when on a cruise stop. Because it is the best option it always books early.

If you opt to go on your own via public transportation you would taxi to the West End ferry terminal as cruzinchad mentioned, ferry to Great Harbor, Jost, and taxi or make the 20 - 25 min walk over a steep hill to White Bay. Taxi fare to the ferry depends on the number of people - 1 person = $54 round trip, 2 ppl = $28pp round trip, 3 or more ppl = $24pp round trip. The ferry is $25pp round trip, and the taxi on Jost is $10pp round trip. Figure at least 1 hr each way with this option.

There are gorgeous beaches and fun beach bars right on Tortola as well if you don;t have a long day in port, or don't want to pay the cost to get to Jost.

You can walk to Ivan's in White Bay, and if time allows you can walk the road over the steep hill to Great Harbor where Foxy's is. You can see the road coming into White Bay in the image behind the webcam -

You can hire a taxi to see more of the island, fares are listed here and are still current as far as I know -
