You can walk east one avenue along 32nd St to 6th Ave where there is an accessible PATH entrance just north of 32nd on the west side of 6th. You take PATH to Hoboken for $2.75. http://www.panynj.gov/path/maps-schedules.html In Hoboken on the street level you buy a Hudson-Bergen light rail ticket from the ticket machine fir $2.25. The light rail platform is on the far left of the station as you face the commuter train tracks. You take the light rail Bayonne train to 34th St where you call a cab or Uber to take you into the port ($10-12). http://www.njtransit.com/pdf/LightRail/sf_lr_hblr_map.pdf. This route is completely accessible with luggage. It takes about an hour.
