If the itinerary states arrival is 7am, what time can one leave the ship, generally?

Typically by 7:30 A assuming all goes well with customs and the port clearance. But remember that's ship time not local time. But if you're off an East Coast departing ship over the spring or summer and early fall, ship and local time will be the same as St Thomas doesn't observe daylight savings time.
