Rooms all on a waitlist - is this normal?

I have been looking to see if prices on higher categories were any better in cost as we get closer to our sail date. On Monday there were still some rooms available in many of the room categories. Yesterday and Today all show as waitlist. Our sailing is 2 June 2017 on the Navigator / Baltic itinerary.

 

Is this normal?

RCCL does this from time to time when it gets closer to sailing . Wait a bit available cabins may open up.

I think the Baltics are one of the cruises that are very popular - so it isn't necessarily a surprise. Last year when I was on the Serenade, RC was giving away crazy incentives for people to move cabins/ drop from the cruise like $1000 off the next cruise and OBC of $200.
