Confused about beach access

I'm still trying to decide exactly what to do in Antigua and have been looking at Hawksbill beaches to snorkle. I've read all the posts with Hawksbill in it and have read that you have to go through the resort to get to the beaches, but all the beaches are free. Is this true? I don't want to step on any toes, but I also don't want to purchase a "day pass" just to use a free beach! Can someone clarify this for me and also has anyone been snorkling on Hawksbill beach lately? Is it a good beach for that? We leave in a week and I can't wait!
