Athens can be done on one's own with a lot of walking and perhaps some use of the Metro...if you want to go some distance within the city. As to the Hop on Hop off, it is going to cost you a lot more money (about 25€) then just simple transportation. But it does help cut down on the walking (or using the Metro)...with the trade-off being you do spend significant time just waiting for the next HoHo bus...and waiting for the bus to go. You can access the HoHo buses right outside the port. They usually have a kiosk and some sales folks working the sidewalk along the street that fronts the port. Hard to miss. The X80 bus also leaves from that same street (its called Akti Miaouli...but nobody cares about the name). You can find info on the HoHo stops (it would be their Pireaus/Athens Line) online.
